SOCAR launches major expansion of the Kulevi terminal in Georgia

Oil giant is building new tanks and planning a third berth on the Black Sea

In 2026, SOCAR will begin work on expanding the Kulevi terminal on the Black Sea, Azerbaijani media reported, citing the company. In 2025, the terminal handled 2.2 million tons of oil, petroleum products, and oil and gas industry products.

The expansion includes the construction of four new tanks with a capacity of 20,000 m³ each. Work will begin this year, with the project scheduled for completion in mid-2027.

In addition, SOCAR intends to complete the selection of a concept for a new railway overpass and breakwater, as well as prepare a feasibility study for the construction of a third berth, which will increase the terminal's transshipment capacity and strengthen the company's position in the Black Sea market.
