Georgia Saves Millions: Government Procurement Under Close Scrutiny by New Department

This is an analogue of the American DOGE

The Department of Government Efficiency of Georgia, established in the spring of last year, reported on the first results of its work: thanks to inspections of public procurement, analysis of ministry projects and adjustment of construction work estimates, the state budget saved more than 87 million lari. The department pays special attention to identifying unjustified expenses and establishing market prices for materials and labor, which significantly reduces costs.

In the first months of operation, the department checked 328 purchases worth almost 559 million lari, providing direct savings of 14.5 million. Consultations with government agencies added another 5.3 million, and adjustments to large programs and purchases brought 67.4 million lari. In addition, an electronic market research module MRS has been developed, which makes the procurement preparation process transparent: market participants see the conditions of competition, and government agencies see the real costs of materials and work.

From 2026, with the support of the department, the Central Procurement Authority will start operating, which will control public procurement worth at least 2 billion lari annually. The Department of Efficiency, the Georgian analogue of the American DOGE, is headed by Guram Dumbadze, and Prime Minister Irakli Kobakhidze stressed the importance of the department's work in the fight against corruption and improving the efficiency of budget spending.
