In 2025, Georgia overfulfilled the tax plan by 17.5 million lari: instead of the planned 21.94 billion lari, 21.957 billion lari was received into the treasury. The main sources of overfulfillment were excises, import duties, and privatization revenues, including licenses for the 5G radio frequency spectrum.
Income tax was collected at 99.6% of the plan, VAT — at 99.9%, and corporate tax — in full. Excises exceeded the plan by 3%, import duty — by 1%, and other taxes collected slightly less — 96.4% of the projected volume. The budget received 345 million lari from the sale of non-financial assets, of which 125.7 million came from 5G licenses.
In addition, the state mobilized 1.58 billion lari through the issuance of treasury bonds and bills, almost fully fulfilling the plan, and external obligations amounted to 1.5 billion lari — 98% of the planned amount. The results show stable budget execution and growth in government revenues.
