Russia Provides Almost All of Georgia's Oil Imports: 97% of Supplies in 2025

Crude oil imports increased 13-fold and reached record volumes

According to Geostat, in January-November 2025, Georgia imported 137 thousand tons of crude oil worth more than $62 million, which is 13 times higher than in 2024. The main supplier was Russia, which accounted for 133.6 thousand tons of oil (97% of total imports) worth $60.4 million. The supplies were carried out, among others, by the company "Russneft" to the oil refinery in Kulevi.

In addition to crude oil, 658 thousand tons of petroleum products worth more than $456 million were imported from Russia to Georgia, as well as 96 thousand tons of "oil, gases and other hydrocarbon gases" worth $160.9 million. The vessel "Kayseri" delivered up to 100 thousand tons of oil in early October, while the cargo and the companies involved in the transaction were not subject to international sanctions.

The increase in imports reflects Georgia's dependence on Russian supplies and the large-scale build-up of raw materials for processing at local plants. Against the background of the sanctions imposed by Great Britain against a number of Russian oil companies, including Russneft, the situation on the market remains particularly sensitive.
