Georgia has become a "two SIMs per person" market: mobile numbers now outnumber the population

The number of mobile subscribers in Georgia continues to grow, and in 2025, the figure significantly exceeded the country's population. According to a report by the National Communications Commission, the total number of mobile numbers reached 5.91 million, an increase of approximately 3% over the year. On average, there are now about 1.7 SIM cards per resident, and the penetration rate of communication has risen to a record 169%.

This growth is explained by changing user habits: more and more people are using multiple numbers simultaneously – for work, personal communication, and more favorable tariffs. Additional impetus is provided by eSIM and iSIM technologies, which allow connecting multiple operators on one device without physically replacing the card. Corporate clients also form a significant share of the market, accounting for about 26% of all subscribers.

Meanwhile, the market structure remains stable: MagtiCom remains the leader with 41% of subscribers, followed by Silknet with 36%, and Cellfie Mobile takes third place with 23%. Despite a similar distribution in the customer base, MagtiCom leads in revenue, holding almost half of the market against a total retail revenue of 928 million GEL.
