Georgian authorities have begun reforming aviation legislation to bring the country's Air Code into compliance with the requirements of the Cape Town Convention. The new changes are expected to increase the attractiveness of the Georgian aviation market for foreign investors and simplify the financing of aircraft purchases and leasing.
The main innovation will be the creation of a mechanism for international registration of property rights to aviation equipment. Creditors will be able to officially register their rights to aircraft and engines in an international registry, which will provide them with additional protection in case of breach of contractual obligations by airlines.
The government believes that the implementation of such a system will increase the trust of international financial organizations and allow Georgian air carriers to obtain aircraft and engines on more favorable terms. Georgia acceded to the Cape Town Convention in 2025 and is obliged to complete the adaptation of its legislation by August 1, 2026.
