The Georgian Railway Transport Agency summarized the results of the first phase of the industry reform for 2023–2025. During this period, the country completely changed the institutional model of the railway sector, introduced a modern safety regulation system, launched driver certification, and implemented international standards for the transportation of dangerous goods. Financial reporting for passenger transportation and the assessment of service quality for passengers significantly improved. Four directives under the Association Agreement with the European Union have been implemented, with several more in the process of implementation.
In 2024, Georgia received observer status in the network of railway safety authorities at the European Union Agency for Railways (ERA). Digital services are actively developing: the eTDS electronic database for drivers has been launched, and a major Digital Railway project has begun. As a result, the entire railway network of the country has come under unified regulation according to high international standards.
The reform is of strategic importance for Georgia. It creates a solid foundation for the further sustainable development of the industry, improving safety, service quality, and attracting investment in transport infrastructure. The next stages of the reform will allow Georgian railways to integrate even closer into the European transport system.
