Parliament Prepares Large-Scale Amnesty for Confiscated Licenses with Important Exceptions

From January 1, 2026, Georgia plans to announce a large-scale amnesty for driver's licenses confiscated from citizens for various violations. The bill was prepared by the parliament on the initiative of Prime Minister Irakli Kobakhidze and has already been sent to the Bureau for further consideration.

The document is expected to be adopted in an expedited manner — after three readings as early as next Wednesday. The amnesty will be massive and will affect most cases of temporary or long-term deprivation of driver's licenses, regardless of the term and nature of the administrative violation.

However, the law provides for a number of exceptions. The amnesty will not apply to persons accused of serious drug-related crimes, including the acquisition, possession, and seizure of large quantities of prohibited substances. Also, driver's licenses confiscated after fatal traffic accidents will not be covered by the law. The bill will be presented in parliament by Archil Gorduladze, Chairman of the Committee on Legal Issues.
