Georgia Creates Separate Online Casino Market for Foreigners: Access to Country's Citizens Will Be Closed

New bill introduces licenses for international operators with reduced tax

Georgia is preparing changes to legislation that will allow the launch of online casinos aimed exclusively at foreign users. At the same time, citizens of the country will be completely prohibited from accessing such platforms.

The corresponding bill on amendments to the law "On the Organization of Lotteries, Gambling and Winning Games" has already been submitted to parliament and is being considered in an expedited manner. The document introduces three new categories of licenses: for international casinos in electronic format, online slot machine games, and betting services.

According to the initiative, only foreign citizens and stateless persons will be able to participate in such games. For operators working for an external audience, a preferential tax regime is proposed – the rate is reduced from 20% to 5% of gross gaming revenue.

The authors of the project believe that this will attract international operators, increase the inflow of investments and create new jobs in IT, marketing and cybersecurity. Licenses are planned to be issued for a period of 5 years, with an annual fee of 100,000 GEL for each permit and fines for violations of working conditions.
