The Center for Freedom and Prosperity at the Atlantic Council published the “Global Atlas – 2026”, which analyzes the indicators of 171 countries based on the results of 2025. The study showed conflicting trends for Georgia: the country achieved its best result ever in terms of prosperity, but at the same time continued to lose ground in terms of freedom.
According to the report, Georgia's prosperity index increased from 59.0 points in 1995 to a record 78.2 points in 2025. This allowed the country to take 43rd place in the world ranking. The main growth factors were an increase in GDP per capita, as well as an improvement in healthcare indicators.
At the same time, the freedom index continued to decline. After a maximum value of 75.4 points, it decreased to 68.4 points in 2024, and then dropped by another 2.2 points – to 66.6 points in 2025. As a result, Georgia took only 73rd place among 171 states.
The freedom index takes into account the state of economic, political and legal institutions, including the protection of property rights, the rule of law, the fight against corruption, the conduct of elections and the observance of civil liberties. The prosperity index, in turn, assesses the level of income of the population, the quality of healthcare, education, the environmental situation and the protection of minority rights.
