Car Importers Warn of Risk of Abrupt New Rules in Georgia

Businesses fear a sudden tightening of regulations in the car dismantling and auto parts sector as early as September 1

The head of the Association of Car Importers, Aleksi Noniadze, stated high uncertainty in the regulation of the auto parts market and the possible abrupt introduction of new requirements. According to him, changes may be adopted without sufficient prior discussion with the industry, as has happened before in the automotive sector.

According to current plans, new rules for car dismantling businesses may come into force in Georgia from September 1, 2026. It is assumed that such activities will be allowed only in specially designated areas, remote from residential and recreational zones. These measures are part of a broader technical regulation that has already restricted the circulation of a number of hazardous and secondary materials.

Noniadze noted that the first stage of regulations began on January 1, while the second stage remains in the draft phase. At the same time, according to him, businesses have not received clear explanations and continue to operate in the current mode.

He reported on two meetings at the Ministry of Environmental Protection and Agriculture, where industry representatives voiced their comments, but no further dialogue followed. As a result, businesses still have questions about the possible social and economic consequences of the reform.

The head of the association also emphasized that some market participants either underestimate the scale of the upcoming changes or are not familiar with the details of the project. In its current form, the document, in his opinion, could make the work of a number of companies impossible.

He separately noted the lack of systematic information: entrepreneurs learn about decisions ex post facto through the media and fear that new rules may be implemented without prior agreement with the industry.
