Georgia is preparing legislative changes that will allow the launch of online casinos exclusively for foreign users. At the same time, access to such platforms will be completely prohibited for citizens of the country.
The corresponding bill on amendments to the law "On the Organization of Lotteries, Gambling and Prize Games" has already been submitted to parliament and is being considered under an accelerated procedure. The document introduces three new categories of licenses: for international electronic casinos, online slot machine games, and betting services.
According to the initiative, only foreign citizens and stateless persons will be able to participate in such games. For operators working for an external audience, a preferential tax regime is proposed – the rate is reduced from 20% to 5% of gross gaming revenue.
The authors of the project believe that this will attract international operators, increase investment inflow, and create new jobs in IT, marketing, and cybersecurity. Licenses are planned to be issued for a period of 5 years, with an annual fee of 100,000 GEL for each permit and fines for violations of operating conditions.
