A package of amendments that increases excise taxes on passenger cars older than 6 years has been re-initiated in the Parliament of Georgia. The bill is being considered in an accelerated manner: the first reading took place on March 31, and the second and third are scheduled for April 1. The project was previously presented on March 17, but the parliament did not have time to adopt it in all readings, so the initiators returned to the accelerated procedure.
According to the new rules, the excise tax rate for cars up to 6 years old inclusive will be 1.5 GEL per 1 cm³ of engine volume, and for older cars - 4.5 GEL per 1 cm³. The old provisions, where the previous rates were in effect, are canceled, and new articles with special rates are introduced into the tax code. A benefit is provided for hybrid cars - a 60% reduction in excise tax, and a separate, reduced rate is set for right-hand drive vehicles.
At the same time, the law clarifies the transition period: cars imported before April 1, 2026, or the transportation of which began before this date, will be able to count on the old rates. For transportation by land or on their own, excise taxes under the old rules remain until July 1, 2026, which will give owners time to complete the registration under the current legislation.
