Most of the driver's licenses issued to foreigners in Georgia go to Russian citizens

They accounted for 36%

Foreigners are increasingly obtaining local driver's licenses in Georgia, and Russians are leading among them. According to the Ministry of Internal Affairs of Georgia, in 2025, out of 694 licenses issued to foreigners, 36% — that is, 251 — went to citizens of the Russian Federation. For comparison, in 2024, 128 Russians received licenses, and in 2023 only 99, which shows a sharp increase in interest in Georgian registration.

Pakistanis turned out to be in second place in terms of the number of foreign drivers — 87 people, Indians are slightly behind with 86, and citizens of Belarus and Ukraine are also in the top five. In total, in 2025, representatives of ten countries received licenses in Georgia, including Azerbaijan, Iran, Turkey, Jordan and Nepal.

On a national scale, foreigners still occupy a small share: only 29,647 driver's licenses have been issued. Nevertheless, the trend of growing interest in Georgian licenses among Russians and other foreigners is noticeable, which may affect traffic and regulation for visiting drivers.
