Used cars from Georgia flooded into Russia

Deliveries increased before the rule change on December 1

In November 2025, 59.8 thousand used cars older than 3 years entered the Russian market, which is 83% more than a year earlier. One of the most notable trends was a sharp increase in deliveries through Georgia and Belarus, which have become key channels for importing used cars against the backdrop of changes in the calculation of the recycling fee.

Imports of cars from Georgia in November increased by 227% and reached 4,778 units. Most often, BMW, Toyota, Volkswagen, Hyundai and Kia were imported through the country. At the same time, deliveries from Belarus showed even more impressive dynamics - an increase of 6.5 times, to 4,079 cars per month. BMW, Audi, Mercedes-Benz, Chevrolet and Volkswagen were the leaders in the import structure.

Market participants explain the surge by the fact that it is through Georgia and Belarus that powerful cars aged 3–5 years are traditionally imported. In November, demand for such cars increased sharply, as buyers sought to import before the new recycling fee rules came into force on December 1. Experts note that both directions have long been used for the supply of European models and North American-built cars, which makes them especially attractive for import.
